Palaung Political history
Traditional self-rule
The Palaung people were traditionally ruled by a hereditary Sawbwa, or Prince, who had his capital in Namhsan Township. During various periods of their history, the Paluang were forced to pay tribute to the Burmese kings. However, they were enjoying a period of independence when the British annexed Shan State in 1886. Even though the Palaung had limited autonomy during the colonial period and during the period of Burma’s democratic rule from 1948 to 1962, it was not until the military coup by General Ne Win in 1962 that a serious political and armed movement began in Palaung lands.

Formation of the Palaung resistance movement
After the 1962 coup, the Burma Army committed many injustices against the people, and the Palaung people, along with many other nationalities, took up arms against them. The first Palaung resistance group, the Palaung National Front (PNF), was formed in 1963, at the time when national leaders from different parts of Shan State were being executed or imprisoned. The PNF later merged with the Shan State Army (SSA).
In 1976, Tar Khon Toung, one of the military commanders of the PNF, set up a new group, the Palaung State Liberation Organization (PSLO) and its armed wing, the Palaung State Liberation Army (PSLA), which aimed to continue struggling for self-determination for the Palaung people. The 1,000-strong army based itself in the Palaung heartland in the mountains between Namkham, Lashio, and Maymyo. In October 1986, the PSLO was renamed the Palaung State Liberation Party under the chairmanship of Mai Aik Mong. The PSLP cooperated with other ethnic resistance organisations under the National Democratic Front.
During the decades of civil war many Palaung became internally displaced and struggled to survive in remote areas in the hills. Some fled to take refuge at the China border and in the northern border areas of Thailand.

Palaung Youth Network Group (Ta'ang)
[Mission]
The Palaung Youth Network Group, PYNG (Ta'ang) is an organization to develop the social atatus of the whole Palaung nationality and young people through to peace, justice and equality.
[CORE VALUES]

[GOALS]
* Protecting the rights of the Palaung people more effectively.
* Yielding the Palaung youth to become leading generation in the future.
* Notifying to the international communities the circumstances of Palaung people.
* Garnishing the value of the culture, literature, traditions and nation identity of the Palaung people.
* Garnishing to preserve the environment and the nature resources.
* Overnight health predicament of the Palaung people .
* Augmenting the social status of the whole Palaung nationality and young people.
* Lessening the drug dispersion in the Palaung area.
[TRENDS OF OBJECTIVE]
In order to act on the goals, PYNG
* Promotes the social status of the whole Palaung nationality and young Palaung through the capacity building (Political Empowerment) training.
* Cooperates with Democratic Organizations and National Revolution Moments, international youths and women’s organizations and Student Youth Congress.
* Implement the activities for preserving the value of the culture literature, traditions and nations identity of the Palaung.
* Implements the activities for reducing and elimination the drug dispersion in the Palaung area.
* Provides the awareness of health care and assist health predicament of the Palaung people through field working.
* Advocates the international communities and other alliance group to be aware about the Palaung people through disseminating the information of human rights violation.
* Provides the knowledge of evergreen preserving the environment and the natural resources in the Palaung area through researching and documenting.
* Promotes the ability of Palaung youths to become leading generation in the future by encouraging for attending the scholarship.
* Advocates the Palaung people to be come more involving in democracy movement.
[BACKGROUND]
The Palaung Youth Network Group (Ta'ang) is an organization to develop the social status of the whole Palaung nationality and young people on the way to peace, justice and equality and to develop the skill of the Palaung youth and to improve their knowledge and political awareness though training program, media dissemination and the publication of events at home and aboard.
PYNG work to organize young people to develop their communities and to promote a peaceful society. In addition, PYNG works to find opportunities for young people to further their education and get jobs those contribute toe arcs peaceful lives. Moreover, we try to collect news and information community what is happening in the Palaung region.
PYNG was formed on 27 December 1998 in Thai Burma border by the second meeting result of the Palaung people who fled from Burma to fight for self-determination and equal rlghts for their own people.
The first Congress (election) of Palaung Youth Network Group (Ta'ang) has been successfully held in liberated area, Thai Burma border in March 2007. The congress had elected 7 Executive Committee Members to lead the congress term of the Palaung Youth Network Group (Ta'ang) by secrete ballot democratically voting system. The coordinator system is being implementing for the organization.
PYNG continues to be an expression of the desire of the Palaung people for human rights, democracy and peace in our community and Burma.

* The Palaung are one of the indigenous nationalities within the multi-national in the Union of Burma, descended from Mon-Kmar.
* They have their own language and literature, a distinctive traditional culture, their own territory and a self-sufficient economy.
* The Palaung are predominantly Buddhist with less then ten percent animist and Christians. The Palaung population is over one million, and most lives in the mountains of the Palaung land, northern Shan State.
* The Palaung took up arms against the Burmese government by the name of Palaung State Liberation Army, PSLA in January 12.1963 after the coup dietat in 1963.
* The Palaung people was forced to agree a cease-fire in 1990 unless the people resisted by the unlawful action of the government.
* PSLA and the Palaung people were forced to disarm and abolish the territorial defense army on 29 April 2005.
* The Palaung people are let to be present at Nation Convention after demolishing the territorial defense army without having the rights to express their genuine mentality.
* When people think about ten in Burma, one community springs to mind: the Palaung. Tea is the barely self-sufficient economy and famous product of the Palaung people over the region.
[ACTIVITIES]
PYNG initiates and implements a range of activities to support human rights, democracy and peace in the Palaung community and in Burma. Its activities are mainly applied to political empowerment program, collection information and dissemination, capacity building program, health assistance program and culture, literature promotion program.
PYNG is based on the needs of the Palaung people of education, health, living standards and modernization. The Palaung people have hery poor of knowledge of economics, society and politics. There are many Palaung people who cannot afford to learn at school.
The long time goals of PYNG are to develop the living standards of the Palaung people, improve education, preserve Palaung culture and national dignity, and promote media dissemination to the international community and increase understanding of modern technology.
